Companies in the supply chain are proud to deliver for their customers because they are protecting the country.<\/p>\n<p>That goodwill is critical as the UK races to ready itself for potential conflict in this dangerous era. Yet many of our defence and aerospace clients tell us they are stuck in awkward and unproductive supplier relationships just when the nation needs speed.<\/p>\n<p>Here, we explain why dashboards and scorecards alone won\u2019t fix this. Then we outline the four hallmarks of an effective system approach through which defence and aerospace contractors can make excellent supplier performance the default standard for their business.<\/p>\n    <\/div>\n<\/div>\n\n            <\/div>\n            <\/div>\n        <\/section>\n\n    \n\n\n        <section id=\"\" class=\"align wp-block-acf-text\">\n            <div class=\"block \">\n                            <div class=\"block-inner add-visible\">\n                \n<div class=\"block-align left\">\n            <!-- General headline styles are set in common.scss -->\n\n<hgroup class=\"headline-wrapper  \" role=\"group\" aria-roledescription=\"Heading group\">\n                <h2 aria-roledescription=\"subtitle\" class=\"main-title small\">Why is current defence and aerospace supplier performance management failing?<\/h2>\n        <\/hgroup>\n    \n    <div class=\"wysiwyg\">\n        <p><em>It measures what\u2019s gone wrong in the supply chain without managing the problem and tends to overlook customer-side failures.<\/em><\/p>\n<p>Most defence and aerospace contractors we work with are heavily dependent on supplier performance metrics, dashboards and quarterly reviews.<br \/>\nThis approach may suffice for peacetime procurement. But with defence and aerospace spending now surging around the world and with suppliers under pressure to ramp up production rate on everything from critical sub-components to airframes, it is failing for three main reasons:<\/p>\n    <\/div>\n<\/div>\n\n            <\/div>\n            <\/div>\n        <\/section>\n\n    \n\n\n        <section id=\"\" class=\"align wp-block-acf-three-reasons-grid\">\n            <div class=\"block \">\n                            <div class=\"block-inner add-visible\">\n                <!-- General headline styles are set in common.scss -->\n\n<hgroup class=\"headline-wrapper  \" role=\"group\" aria-roledescription=\"Heading group\">\n            <\/hgroup>\n<div class=\"grid-wrapper\">\n    <div class=\"grid-item\">\n        <span class=\"count\">01<\/span>\n        <h3>Lag dominates<\/h3>\n        <p class=\"row-content\">Scorecards are almost entirely based on lagging indicators, such as on-time in-full (OTIF), quality defects and cost variance. In long-cycle aerospace and defence programmes, this means it can be many months before a red RAG indicator appears, highlighting that the same suppliers have underperformed in the same ways as last time. By then, it\u2019s too late to correct the problem and the measurements alone won\u2019t prevent the same failure happening again.<\/p>\n    <\/div>\n    <div class=\"grid-item\">\n        <span class=\"count\">02<\/span>\n        <h3>Measurement skews priorities<\/h3>\n        <p class=\"row-content\">When suppliers know they are being assessed on a fixed set of key performance indicators such as OTIF, they optimise for those KPIs. On-time delivery improves, but suppliers feel compelled to quietly abandon focus on late orders to concentrate on components that still have a chance of being OTIF. As a result, suppliers may be distracted from progressing delinquent parts, causing stress and confusion for the contractor. <\/p>\n    <\/div>\n    <div class=\"grid-item\">\n        <span class=\"count\">03<\/span>\n        <h3>Customers overlook their own failures<\/h3>\n        <p class=\"row-content\">The most concerning failure is when clients hold suppliers accountable for outcomes they don&#8217;t have the capability or conditions to achieve. Underfunded statements of work, late government furnished equipment (GFE), design authority bottlenecks and payment terms that starve working capital \u2013 these all sit on the customer side of the ledger. Yet they are felt as supplier failures.<\/p>\n    <\/div>\n<\/div>\n            <\/div>\n            <\/div>\n        <\/section>\n\n    \n\n\n        <section id=\"\" class=\"align wp-block-acf-text has-background has-offwhite-background-color\">\n            <div class=\"block \">\n                            <div class=\"block-inner add-visible\">\n                \n<div class=\"block-align left\">\n    \n    <div class=\"wysiwyg\">\n        <p><em>A successful system approach is characterised by designed-in incentives, early warning architecture, client-side accountability and structured intervention.<\/em><\/p>\n<p>Whereas a scorecard tells you a supplier is late, an effective performance management system reveals why latency is structurally likely. It facilitates proactive decision-making and rewards suppliers for working in lockstep with their customers.<\/p>\n<p>For defence and aerospace contractors, this means moving from performance reporting to performance architecture, where an enabling environment and productive customer-supplier relationship make good performance inevitable. The four hallmarks of the approach are:<\/p>\n<p><strong>1. Designed-in incentives<\/strong><\/p>\n<p>Contracts can do some of the heavy lifting of performance management by rewarding suppliers for desired customer outcomes over the long term, not just outputs on delivery day.<\/p>\n<p>In civil aviation, the use of power-by-the-hour engine contracts is commonplace. It means the engine supplier is continuously incentivised to avoid engine downtime and its customers permanently avoid the financial pain of unscheduled maintenance.<\/p>\n<p>However, we only occasionally see this model in defence, and certainly not down the tiers of the supply chain. While the defence environment has clear differences to civil, this is still a missed opportunity, given the importance of readiness and availability. By making suppliers longstanding partners in operational availability, contractors will be better placed to cope with prolonged demand spikes in a war scenario \u2013 building resilience, not just readiness. Whether these models can be utilised in programmes with higher levels of risk-sharing and complexity, without creating unaffordable margins, is another challenge.<\/p>\n<p><strong>2. Early warning architecture<\/strong><\/p>\n<p>Understanding your dependencies on single sources or regions is just the start of tackling fragility in the supply chain. Indeed, some challenges are collective problems that impact all participants and therefore demand a collective response across supply chain tiers, such as access to critical and exotic raw materials or advanced tooling ability. As part of healthy ongoing Tier 1 relationships, clients need hard evidence that their sub-tier suppliers are not going to buckle due to poor workforce capacity, cash flow, rate readiness and more. A deliberate set of leading indicators agreed at contract award would help them target resources efficiently to pre-empt problems or prevent them escalating, for example on:<\/p>\n<ul>\n<li>Workforce capacity: Just because your suppliers have the right skills and people at the start of a contract doesn\u2019t mean they have a sustainable skilled workforce. We encourage our clients to ask suppliers to show they have a recruitment and training pipeline in key disciplines, a healthy retention rate or employee net promoter score, and succession plans for critical roles.<\/li>\n<li>Sub-tier order book health: Thinning order books often show fragility before delivery slips. A simple contract clause could require reporting of any critical sub-tier supplier whose confirmed order book drops below, say, a three- to six-month coverage band, with an escalation plan triggered automatically.<\/li>\n<li>Cash flow: We\u2019ve found through our work with clients that the most productive conversations about payment terms run both ways. If you\u2019re imposing \u2018month of invoice + 30 days\u2019 on a supplier that must pay its own subcontractors within 30 days, that exposes a cash flow risk that could ripple through the supply chain, threatening the very resilience you\u2019re trying to build. Payment schedules should reflect how suppliers incur costs, using staged milestones where appropriate but avoiding unnecessary payment gates for trusted, high-performing partners. This is especially relevant for small businesses whose cash may be tied up for many months while they manufacture complex components for exquisite kit.<\/li>\n<\/ul>\n<p>Identifying which leading indicators actually predict failure is a data science problem as much as a contracts problem. This is where our evidence-based diagnostic methodology comes in.<\/p>\n    <\/div>\n<\/div>\n\n            <\/div>\n            <\/div>\n        <\/section>\n\n    \n\n\n        <section id=\"\" class=\"align wp-block-acf-single-image-full-width\">\n            <div class=\"block \">\n                            <div class=\"block-inner add-visible\">\n                \n    <div class=\"grid-wrapper-10\">\n    <div class=\"image-wrapper\">\n         \n        <img decoding=\"async\" src=\"https:\/\/newtonimpact.com\/wp-content\/uploads\/2026\/07\/GettyImages-1223482536.jpeg\" alt=\"\">\n         \n    <\/div>\n    <\/div>\n\n            <\/div>\n            <\/div>\n        <\/section>\n\n    \n\n\n        <section id=\"\" class=\"align wp-block-acf-text\">\n            <div class=\"block \">\n                            <div class=\"block-inner add-visible\">\n                \n<div class=\"block-align left\">\n    \n    <div class=\"wysiwyg\">\n        <p><strong>3. Client-side accountability<\/strong><\/p>\n<p>Tremendous value can be unlocked when organisations actively seek to understand how they can improve as customers.<\/p>\n<p>In an effective system approach, supplier performance reviews have a mirror section: a formal mechanism through which customers assess their own performance as an enabler. Metrics might include:<\/p>\n<ul>\n<li>GFE timeliness<\/li>\n<li>Response times to supplier queries<\/li>\n<li>Change frequency<\/li>\n<li>Payment performance<\/li>\n<\/ul>\n<p>We encourage our clients to identify a clear singular response owner on the customer side who can decisively lead on soliciting supplier feedback on how they can reduce friction. This might mean removing non-functional requirements, unnecessary certifications and approval gates that consume supplier time without improving outcomes, or speeding up design authority approvals.<\/p>\n<p>We\u2019ve witnessed this approach used to great effect in sectors ranging from defence to grocery \u2013 but it\u2019s rare. One of our defence clients substantially reduced costs on its bill of materials after asking suppliers for suggestions. They responded with a wealth of opportunities to simplify requirements, which reduced the cost of the addressed bill of materials by around 2%. Benefit flowed to both the customer and supplier, while simplifying delivery for the suppliers. Making this improvement also built stronger engagement across functions \u2013 not just between Procurement and Sales, but between customer and supplier engineers.<\/p>\n<p>With inflation one of the defining challenges for the defence and aerospace sectors in recent years, we are working with clients to make these conversations routine. Resilience is built not only by requiring suppliers to improve, but by enabling them to succeed.<\/p>\n<p><strong>4. Structured intervention<\/strong><\/p>\n<p>A productive supplier relationship solves problems as they happen.<\/p>\n<p>When performance degrades, we recommend our clients move to structured joint problem-solving with defined roles as soon as possible, not a formal notice, tense monthly supplier meeting or distant quarterly business review. Escalation should be a last resort, not a first response.<\/p>\n<p>It can be helpful to consider who should meet and where for a productive discussion. If you open the conversation with two \u2018front-of-houses&#8217; such as a supply chain management team and account management meeting online, they may lack the operational knowledge to fix the problem. Conversations tend to stay high level because of lack of understanding of the detail and, as a result, can become quickly confrontational \u2013 \u201cwhose fault is it and who\u2019s paying\u201d? When we support clients to run interventions, we bring engineering and operations specialists together on the shop floor first. Often, they can get straight to the root of the problem and brainstorm solutions. By the time discussion turns to accountability, we\u2019re more likely to have found a cost-effective way forward and determined how to avoid the same problem arising in the future.<\/p>\n<p>This approach is especially valuable in defence and aerospace programmes, which are characterised by long lead times, unique technical requirements and a high degree of bespoke engineering. With few alternative suppliers capable of stepping in, preventing problems is usually far more effective than reacting to them.<\/p>\n<p>Above all, collaboration between experts on the ground taps into that sense of shared purpose that is underused in defence.
