The hidden cost of England\u2019s so-called \u201cprolific offenders\u201d \u2013 the people repeatedly in the headlines for shoplifting and low-level crime \u2013 is laid bare in groundbreaking new research by Newton in partnership with charity, Revolving Doors.\u00a0<\/strong><\/p>\n
